The promise of artificial intelligence in payroll and HR is straightforward: fewer manual processes, faster decisions and greater efficiency. But there is a risk in moving too quickly. If a company automates a flawed process or removes the human expertise that catches exceptions, it doesn’t eliminate errors. In fact, it scales them.

Payroll is a good example. Employees expect to be paid accurately and on time. Employers need to comply with a growing number of regulations, often across multiple jurisdictions. It’s a complex system that must be correct all of the time.

That tension between innovation and execution has shaped ADP for nearly eight decades. We helped pioneer the payroll services industry when businesses were still managing payroll by hand. As the industry evolved, we helped move payroll from manual processing to automated service delivery, were among the first to bring payroll to the cloud and helped make workforce information available through mobile technology. We later created an online marketplace that connected clients with a broader ecosystem of workforce solutions.

Our business evolved as the workforce evolved. What began with a single small business in New Jersey grew into a company supporting more than 1.1 million clients in more than 140 countries. Each step brought new capabilities, but the underlying challenge remained the same: making those capabilities work for businesses with different needs, different workforces and increasingly complex requirements.

That history has reinforced a simple lesson: technology can change how work gets done, but expertise is what makes it work in practice.

AI can help, but payroll has little room for error

Today’s businesses face growing complexity from every direction. They’re managing employees across countries and work models while adapting to changing labor laws, pay transparency requirements, evolving privacy expectations and the responsible use of AI.

And payroll professionals feel the weight. According to ADP’s Potential of Payroll 2026 research, 75% of payroll leaders say keeping up with local regulations is a significant challenge, 68% report incurring penalties for noncompliance once or twice a year, and 69% say they sometimes overpay employees rather than risk a compliance violation.

To help alleviate the weight, the transformative potential of AI and automation continue to be at the forefront of payroll leaders’ minds. Around half of the organizations surveyed have automated core processes like data collection (52%), data entry (49%), reconciliations (47%) and reporting (49%). Though as they look for ways to drive efficiency, they recognize the importance of adopting AI responsibly, balancing progress with compliance and the employee experience.

In order to use AI effectively and accurately, businesses must first determine where AI fits, how it should be governed and when human expertise needs to step in. If businesses rush to automate, they risk overlooking the critical layer of human oversight needed in AI-driven HR. Such an oversight could lead to payroll and compliance issues before AI delivers any efficiency gains.

Leading the teams that support our clients every day has reinforced for me that new capabilities work best when they make experienced people better at their jobs. AI can surface relevant information, identify patterns and automate routine work. People still need to understand the context, recognize an exception and know when an answer doesn’t make sense. The value in AI is helping people find information faster, streamline routine work and respond more efficiently to questions. The goal is to give people better tools and more time to focus on the issues that require human judgment.

That distinction matters in payroll and HR, innately human functions, where a seemingly small exception can have significant consequences on people at work. Human expertise provides the context and accountability that automated systems cannot.

Global complexity demands more than technology

A global payroll transformation can look straightforward from a distance: implement new software, move the data and turn the system on. In practice, it is far more complicated. Every country brings its own tax rules, employment laws, reporting requirements and local practices. Those requirements change, and the systems supporting them have to change with them. The real work is making sure the entire operation functions together while accounting for the rules and requirements in each country.

That is where experience makes a difference. Software can connect those markets, but people still need to understand payroll, regulation and local requirements, recognize when something doesn’t look right and determine what needs to happen next. Bringing those capabilities together allows a complex operation to keep moving as conditions change.

That’s also what clients tell us they value. They want tools that make their work easier, but they also want to know that someone understands what happens when a regulation changes, an exception surfaces or something goes wrong. Even as technology advances, businesses still want to know there’s someone behind the system who can effectively help when a problem comes up.

The next chapter: AI + expertise

AI will continue to reshape workforce management, automating routine work, identifying patterns and creating new ways to support employees and managers. The companies that gain the most from these capabilities will understand where automation can take over, where human expertise needs to intervene and how to make the two work together. They’ll prioritize the human oversight required to realize the valuable outcomes of AI-driven HR.

This is the lesson ADP has learned over decades of technology and change. We have moved from paper-based payroll to automated processing, from on-premise systems to the cloud, from desktop applications to mobile technology and now to AI. The technology has changed dramatically. The responsibility has not.

The opportunity ahead is to apply AI where it solves real problems for businesses, designing around how their workforces operate today and adapting as their needs change. In an AI-powered world of work, that means pairing new capabilities with the experience to know where those capabilities can deliver the most value.

Employers still need to pay people accurately. They still need to comply with the rules. They still need someone to help when something goes wrong. Supporting people at work is still the overarching goal of HR. The industry’s next era will depend on using AI to make those responsibilities easier to manage for the humans in charge.
