San Diego ranks as the strongest innovation hub in the United States, beating more than 400 other cities in a new Hubble analysis of research infrastructure, STEM talent and innovation output.
California dominates the rankings, claiming seven of the top 10 positions and 10 of the top 20. New York City placed second, followed by San Jose, San Francisco and Santa Clara. Outside California and the Northeast, Austin and Houston ranked among the strongest innovation centers, while Seattle led the West Coast outside California.
San Diego Leads In Research Funding And Life Sciences Space
San Diego took the top position largely because of its research infrastructure and government support for smaller businesses. The city recorded 669 Small Business Innovation Research and Small Business Technology Transfer projects, the highest total nationwide. These programs provide funding for small businesses conducting research and development, including projects involving research institutions.
The city also has more than 17.5 million square feet of operational or under-construction research and life sciences space, ahead of Cambridge, Massachusetts, and San Jose. San Diego recorded 23,470 patents between 2021 and 2025, the third-highest total in the study.
New York City ranked second with the country’s largest number of research-intensive universities and patent assignees. More than 2,000 organizations and individuals received patents there between 2021 and 2025. The city also recorded the strongest STEM employment growth among the top 20 between 2019 and 2024.
Silicon Valley Cities Lead Patent Production
San Jose ranked third after recording nearly 27,300 patents between 2021 and 2025, the highest total of any city in the study. Its research and life sciences inventory reached 16.2 million square feet as of July 2026.
San Francisco placed fourth, supported by a large network of patent holders and strong venture capital activity. The city’s metro area attracted almost 45% of all U.S. venture capital funding, according to the report. However, San Francisco was the only city in the top 20 to record declining STEM employment over the five-year period.
Santa Clara rounded out the top five, with nearly 25,800 patents awarded over the same period. The city also has a strong concentration of STEM workers, who account for 37% of its employed residents.
Other Silicon Valley cities in the top 20 included Mountain View, Palo Alto, Sunnyvale, Irvine, Fremont and Milpitas.
Austin And Houston Anchor Texas Innovation Growth
Austin ranked sixth, making it the highest-placed Southern city. Its professional, scientific and technical services sector has a particularly high concentration of young businesses, with 13.6% of companies in the category established less than a year earlier. Local startups also received more than 500 SBIR and STTR project grants and raised over $7.8 billion in 2025.
Houston ranked ninth, supported by research and employment across aerospace, health care and climate technology. NASA, the Texas Medical Center, Rice University and the University of Houston contribute to its research ecosystem.
Seattle, Atlanta And Boulder Expand The Geographic Reach
Seattle ranked 12th and led the West Coast outside California. The city performed well across patent production, government research grants and STEM employment. Its research and life sciences inventory reached 5.2 million square feet, while the University of Washington reported more than $1.7 billion in grants and contracts in fiscal 2025.
Other cities outside the leading California, Northeast and Texas clusters also made the list. Atlanta ranked 17th, with STEM employment growing 26.8% over five years and seven research-intensive universities. Boulder placed 18th, supported by university research, federal laboratories, quantum research and aerospace. Chicago was the only Midwestern city in the top 20, finishing at No. 20.
