NASA Workforce Cuts Put Major Space Projects At Risk As Staffing Gaps Grow

NASA’s workforce cuts are creating staffing gaps across major missions, with 22% of civil servants leaving in the past year and dozens of projects reporting impacts.

A new report finds NASA’s staffing losses have affected 25 major projects, with concerns growing over future delays and costs.

The major reduction in NASA’s civil servant workforce is beginning to affect projects across the agency, with staffing shortages creating concerns about future delays, rising costs, and gaps in critical skills.

A Government Accountability Office (GAO) review found that 25 of 36 major NASA projects reported impacts from the departure of roughly 22% of NASA’s civil servant workforce over the past year through deferred retirement programs.

Engineering And Technical Roles Face Growing Shortages

Several major programs have experienced difficulties filling key positions following workforce losses.

The Orion spacecraft program lost about 10% of its civil servants and reported challenges filling important roles. The Space Launch System program lost nearly 20% of its civil servant workforce and is considering workforce capacity as a formal project risk.

NASA’s Goddard Space Flight Center experienced the largest workforce reduction, losing 34% of its civil servants. Other NASA centers reported workforce declines ranging from 16% to 28%, while NASA Headquarters saw the smallest reduction at 11%.

The GAO identified skill shortages in mission-critical areas including aerospace engineering, mechanical engineering, electrical engineering, computer engineering, information technology, and cybersecurity.

Staffing Problems Have Not Yet Caused Widespread Delays

Despite the workforce losses, NASA’s major projects have largely avoided immediate schedule disruptions.

The GAO found only limited delays among projects reviewed, with two programs experiencing one-month schedule slips. However, the agency recorded nearly $478 million in cost overruns, largely tied to the Space Launch System Block 1B and Orion programs.

Officials warned that the full effects of the workforce reductions may take longer to appear because staffing losses occurred gradually.

Past projects show how workforce gaps can affect timelines. The Psyche asteroid mission experienced staffing shortages that contributed to a one-year launch delay and increased costs, while also affecting another mission in development.

NASA Moves To Rebuild Its Workforce

NASA has begun efforts to address staffing shortages by recruiting additional civil servants, including converting some contractor roles, and launching temporary talent programs to bring specialized workers into the agency.

However, future hiring plans remain uncertain as NASA faces questions around upcoming federal funding levels. Proposed budget reductions could limit the agency’s ability to rebuild its workforce or force additional cuts.

The GAO said NASA will need clearer workforce planning to ensure it has enough technical expertise to support future missions and avoid larger impacts on project schedules and costs.
