Youth Employment Programs Need More Than Skills Training To Succeed, WEF Says

The WEF report warns that youth in conflict-affected regions, especially women, face barriers that require coordinated support from governments, lenders and employers.

Teaching young people new skills is only one part of reducing unemployment, according to a new World Economic Forum (WEF) analysis, which argues that many employment programs fall short because they fail to address the larger economic barriers young people face.

The report says that while business training, financial literacy and entrepreneurship programs remain valuable, they often do not translate into lasting employment or business growth unless they are paired with access to funding mentorship, customers and supportive economic conditions.

Conflict-affected regions face the greatest challenges

The WEF says the problem is particularly acute in fragile and conflict-affected countries, where disrupted markets, weak financial systems and limited institutional support make it difficult for young people to turn new skills into sustainable livelihoods.

Young women face additional obstacles, including reduced access to finance, mobility restrictions and social barriers that can limit participation in the workforce even after completing training programs.

Five building blocks for long-term employment

Rather than relying on skills training alone, the WEF says successful youth employment strategies should combine five connected elements: workforce and business skills, access to appropriate financing, mentorship and peer support, market access, and broader economic conditions that support business growth.

According to the report, these components work together to improve enterprise survival and household income, while helping young entrepreneurs overcome barriers that cannot be solved through training alone.

Long-term growth depends on stronger economic systems

The WEF notes that even well-designed employment programs have limits if the surrounding economy lacks accessible financial services, functioning markets or supportive regulations.

The organization argues that reducing youth unemployment will require governments, financial institutions and the private sector to invest not only in workforce skills but also in the economic infrastructure needed to help young people build sustainable careers and businesses.
